Jefferson’s Newer Water Treatment Plant Changes the Conversation
Jefferson’s current municipal treatment plant came online in 2022 and can treat approximately 2 million gallons per day, with the ability to expand substantially as the community grows. The plant also uses UV and chlorine for disinfection.
That means residential treatment should be selected based on the water after it has gone through municipal treatment.
Woodward does not recommend a water softener simply because the source is the Santiam River. We test for hardness and determine whether additional residential treatment serves a useful purpose.
How a Water Softener Actually Works
A conventional water softener uses an ion-exchange resin bed to reduce dissolved calcium and magnesium.
As water moves through the mineral tank, hardness minerals attach to the resin. Eventually the resin reaches its usable treatment capacity and must be regenerated using a brine solution.
That process makes three things especially important:
Capacity: The resin bed must be large enough for the household’s hardness load.
Flow: The system must support normal household fixture demand without creating an unnecessary restriction.
Regeneration: Controls should restore treatment capacity without using more salt and water than necessary.
We Size the System Around Your Household
Hardness is commonly measured in grains per gallon. Once we know that number, we can evaluate how much treated water the household is likely to use.
A Smaller Household
A home with one or two occupants may use treatment capacity relatively slowly. Installing substantially more equipment than necessary can add cost without improving the homeowner’s result.
A Busy Family Home
Multiple bathrooms, daily laundry, frequent dishwasher use, and overlapping showers can consume treated water much more quickly and increase peak flow requirements.
A Home That Has Been Remodeled
Adding bathrooms, larger showers, soaking tubs, or additional occupants can make a previously adequate softener undersized for current demand.

A household can use a whole-home softener for measurable hardness and a reverse osmosis system at a selected drinking-water fixture when both treatment goals are present.
What Happens on Installation Day?
Water is shut off. The plumber isolates the appropriate portion of the plumbing system.
The main line is modified. Connections are prepared so the softener can treat the intended indoor plumbing.
Bypass plumbing is installed. This allows the equipment to be isolated for future service without unnecessarily shutting down the entire home.
The regeneration drain is connected. The system needs a proper location to discharge water during regeneration.
Controls are programmed. Hardness and household demand are used to establish appropriate settings.
The system is tested. Water service is restored, connections are checked for leaks, and operation is verified.
Keep Irrigation Out of the Softener Where Practical
Landscape irrigation generally does not need softened water. Depending on the home’s existing pipe layout, irrigation and selected exterior faucets may be able to remain ahead of the treatment equipment.
This can reduce unnecessary:
- Resin usage
- Regeneration cycles
- Salt consumption
- Treatment of outdoor water
Hard Water and Your Water Heater
Calcium and magnesium scale can become more noticeable where water is repeatedly heated. Hardness treatment may help reduce new mineral accumulation when measurable hard water is present.
A softener cannot repair an existing water heater failure. Leaks, damaged components, insufficient hot water, ignition issues, electrical problems, and other mechanical concerns require separate diagnosis.
